born in Russia

demography

low fertility

Comprehensive analyses of fertility trends

Comprehensive analyses of fertility trends in the Russian Federation during the past half century

The transformation of traditional childbearing patterns of early family formation to later
family formation characterized recent fertility trends in Russia. These were intrinsically interwoven with fundamental changes in all aspects of life of young people in the 1990s and the 2000s. The past quarter century was also marked by concern with low fertility and attempts to increase fertility in the early 1980s and the late 2000s. The family policies of the 1980s failed to raise fertility. Preliminary analyses indicate that the fate of the 2007 policies could be similar. In both cases the main emphasis was on material birth and child benefits, parental leaves and child care. Presumably insufficient attention was devoted to improving living conditions of young people and promoting gender equality. Will government efforts to raise fertility during the 2010s be sufficiently effective to offset economic and social forces challenging childbearing? As of 2012 the outlook for a future fertility increase does not appear hopeful.

PRONATALIST POLICY

THE MODEST DEMOGRAPHIC RESULTS OF PRONATALIST POLICY AGAINST THE BACKGROUND OF THE LONG-TERM EVOLUTION OF FERTILITY IN RUSSIA

SERGEI ZAKHAROV

The idea of an extraordinary growth in fertility in Russia is widespread in the Russian expert community and media space. This increase is believed to be indicative of the positive results of the special financial measures taken by the government after 2006 to stimulate fertility. The author’s viewpoint is more reserved. There are some positive developments, but their significance is quite insufficient to view the future of Russian fertility through rose-colored glasses. With this paper, we continue our previous long-term research in the field of in-depth demographic analysis of Russian fertility, incorporating the latest official statistical data for 2014. The paper provides an overview of the trends of key fertility indicators over a few decades, as well as developing some approaches to cohort fertility analysis in order to obtain more reliable projections. In the first part, we examine period fertility indicators (for calendar years), taking into account the latest changes in the structural characteristics of the Russian model of fertility that have occurred over the past several decades. In the second part of the article, we analyse cohort fertility indicators of generations of women whose actual and expected reproductive activity has been occurring in the second half of the twentieth and the first decades of the twenty-first centuries.

Problems and Prospects

Fertility, Nuptiality, and Family Planning in Russia

The dramatic 1988-1996 fertility decline and negative rate of natural increase in Russia after 1992 shocked public officials and many others around the world. As a result, these and other demographic phenomena have become the foci of unprecedented attention by politicians, the mass media, professionals, and dilettantes. Consequently, there are numerous population forecasts and various predictions, most of which predict and warn of depopulation-caused apocalypses and drastic deterioration of the nation's genetic pool. At the behest of Communists, self-proclaimed national patriots, and church fundamentalists, the Russian Duma is earnestly discussing legislation related to the "extraordinary demographic situation in the country." Among proposed measures "to salvage the nation" are laws to restrict abortion rights, to legally oblige married couples to deliver at least one child, to provide exorbitant benefits for giving birth to a second and third child, to ban family-planning associations, to ban advertisement of contraceptives, and to promote many other ideas, some of which have been tried in Italy, Spain, Germany, and the USSR during the times of Mussolini, Franco, Hitler, and Stalin. Amid this hullabaloo, professional judgments of the few and relatively quiet specialists who are engaged in collecting and analyzing population statistics are barely audible. I have expressed my view on long-term trends in the dynamics of Russian fertility and nuptiality and their short-term oscillations. I believe that adopting patterns of "Western" reproductive and matrimonial behavior in the 1990s stands behind life-cycle changes of advanced social groups in Russia. One cannot rule out that a new economic reality will also spur transition to a new fertility pattern in Russia. The responsibility for the consequences of marriage and its "economics" will undoubtedly grow and inevitably lead to an increase in the age of first marriage and of first childbirth. As a result, a new fertility pattern may take shape even sooner than current evolutionary changes.

Comprehensive Analyses of Fertility Trends in the Russian Federation

How Can Korea Respond to Its Population Crisis?

Raquel Wojnar
Raquel Wojnar
Communications Manager

How can South Korea address the causes and consequences of its record-low fertility rates? Its leaders must first untangle some deep-rooted cultural issues around gender, argues PRB President and CEO Jennifer D. Sciubba.

“Korea should acknowledge that its population issues are primarily gender issues,” Sciubba said. “Leaders in the public and private sectors seem to fully accept this idea, but they say the broader public isn’t on board. So, what to do?”

Sciubba addressed Korea’s low fertility on June 19 during her remarks at the 15th EDAILY Strategy Forum in Seoul, which brought together policymakers, business leaders, and researchers to discuss the country’s demographic future. She spoke alongside former Prime Minister of Finland Esko Aho and Ha-nam Bang, South Korea’s former Minister of Employment and Labor.

In June, South Korean President Yoon Suk Yeol declared a “national emergency” over the country’s plummeting birth rates and a shrinking population. The country has had the world’s lowest fertility rate for years; the average woman has 0.72 children, and South Korea sees more deaths than births each year, leading to population declines.

Over the years, the government has used various incentives to try to encourage young people to have children. While Yoon is creating a new government ministry, tentatively called the Ministry of Population Strategy and Planning, to address its demographic challenges, some new policies continue to paint low fertility as an economic issue and thus are unlikely to move the needle, Sciubba said.

The government has cited high housing prices, education costs, and long working hours as factors contributing to the low fertility rate. But a growing number of Korean women are eschewing dating, marriage and childbirth, citing pervasive sexism and chauvinism in Korean culture.

But cultures do change, Sciubba noted. “South Korea’s leaders successfully corrected the country’s egregious gender imbalance at birth in less than a generation by reforming patriarchal laws, trumping cultural practices,” she said. Some of Yoon’s new measures address inequalities between men and women—for example, aiming to increase uptake of paternity leave, now at 6.8%, to 50%, and implementing flexible working hours. But Sciubba worries the government won’t be able to enforce such policies without putting undue pressure on businesses.

Describing low fertility as a national emergency is a way to mobilize resources but risks putting undue pressure on couples, particularly women, to have more babies as the primary solution to the country’s shifting demographics instead of focusing on broader issues with work, caregiving, and gender equity, Sciubba added.

South Korea is not alone in experiencing low fertility and depopulation—the UN reports that 63 countries and areas have already passed peak population, and fertility in the United States is at a historic low. The question many world leaders should now be asking is how to plan for the strain that an aging and shrinking society puts on the care economy and the workforce, Sciubba says. PRB recently explored how the United States could develop policies to address its care worker shortage and promote gender equity in care work. Meanwhile, countries on the other side of the demographic divide must take steps to capitalize on a booming working-age population, Sciubba said; PRB and partner CREG will dive into this issue with leaders from Burkina Faso, Gambia, Mali, Senegal, and Togo in a public event on August 6
