Are U.S. Presidents Getting Older?Joe Biden and Donald Trump are the oldest presidents ever to be inaugurated in the United States. While Biden was 78 years old in 2021 and remains a one-term president, Trump was 70 at the time of his inauguration in 2017 and is 78 starting his second, non-consecutive term on Monday. Ronald Reagan, who was 69 years old in 1981, comes third. Like Biden, Trump's age will be 82 when finishing his term. Biden would have been 86 years old at the end of a hypothetical second term.

Taking a look at all presidents’ ages at the time of their inauguration since 1789, no clear trend is visible. Before Trump and Biden, presidents’ ages were actually well below average. Barack Obama took office at 47 years and 169 days, according to Potus.com, making him the fifth youngest president at the time of inauguration. Bill Clinton, who was 46 when he took over, was the third youngest - only John F. Kennedy (43) and Teddy Roosevelt (42) were younger.

Some of the oldest presidents hail from past centuries. William Henry Harrison was 68 at his inauguration in 1841 (he died a month later of typhoid and pneumonia), making him the fourth-oldest president ever. James Buchanan, who took office in 1857, was the fifth-oldest president at 65

Одиночество - настоящая эпидемия по всему мира: 27% опрошенных в возрасте от 19 до 29 лет сказали, что чувствуют себя одинокими. Среди соседних по возрасту когорт одиноких по 25%, а вот в более старших возрастных группах ситуация лучше, особенно в самой старшей: среди людей 65+ по всему миру (опрос проводился в 142 странах!) только 17% чувствуют себя одинокими

Женщины — за накопления в рублях, мужчины — в долларах


6 из 10 россиян доверяют рублю, а 4 из 10 выбрали его лучшей валютой для хранения сбережений. В опросе сервиса по поиску высокооплачиваемой работы SuperJob приняли участие 1600 представителей экономически активного населения из всех округов страны.

6 из 10 россиян убеждены в том, что сбережения сегодня стоит хранить в рублях. Доверие к доллару и евро значительно ниже: в том, что следует перевести накопления в американскую валюту, уверены 37% опрошенных, в европейскую — 30%. Мнение об устойчивости рубля чаще всего разделяют представители старшего поколения (62%), тогда как уверенность в надежности доллара и евро больше свойственна опрошенным моложе 34 лет (44 и 39% соответственно).

По сравнению с сентябрем прошлого года, уровень доверия к рублю снизился на 5 п.п., к доллару и евро — повысился на 7 и 6 п.п. соответственно. Основная причина — рост курса американской и европейской валют по отношению к рублю в последнее время. Впрочем, если сравнивать с мартом 2022-го, то приверженцев рубля стало больше (+13 п.п.), а число убежденных в стабильности доллара и евро практически не изменилось.

Называя лучшую валюту для хранения сбережений, рублю отдают предпочтение 43% россиян, доллару — 14%, евро — только 7%. За рублевые заначки чаще голосуют женщины, за долларовые — мужчины. На фоне небольшого ослабления рубля его популярность с сентября 2022-го незначительно снизилась (минус 4 п.п.), а доллара и евро — выросла (на 3 и 4 п.п. соответственно). Позиции доллара и евро по сравнению с мартом 2022-го не изменились, а рубля — выросли (+10 п.п.).

Сотрудники на удаленке, работающие из-за рубежа, есть в каждой одиннадцатой компании


Работают на удаленке, находясь в России или за рубежом, чаще всего IT-специалисты и дизайнеры. В опросе сервиса по поиску высокооплачиваемой работы SuperJob приняли участие представители 1000 компаний из всех округов страны.

О наличии дистанционных сотрудников, работающих из-за рубежа, рассказали 9% работодателей. В целом же работники на удаленке, как находящиеся в России, так и за ее пределами, есть сегодня в 36% предприятий и организаций. Причем в 2 из 3 таких компаний дистанционного персонала осталось мало: менее 10% от штатной численности.

По словам представителей компаний, на удаленке из России и зарубежья чаще всего трудятся IT-специалисты и дизайнеры.

Компаний, практикующих дистанционную занятость, становится все меньше: за три месяца их число снизилось на 4 процентных пункта. В Москве и регионах предприятий и организаций с удаленкой чуть больше, чем по стране в целом, в Санкт-Петербурге — чуть меньше.

Сколько пенсионеров приходится на 100 людей трудоспособного возраста в разных регионах Европы


Тяжелее всего ситуация с соотношением людей пенсионного и трудоспособного возраста оказалась в немецком городе Хемниц: там на 100 человек от 15 до 64 лет (трудоспособный возраст - хотя и сильно не все эти люди работают) приходится 51 пенсионер! В итальянской Лигурии это соотношение держится на уровне 47.6 пенсионеров на 100 трудоспособных, во французском Лимузине оно составило 47.3

В целом же, самая большая нагрузка пенсионерами зафиксирована в восточной части Германии, Италии (особенно северной и центральной), Финляндии, Швеции, Греции и Франции

Крупнейшая возрастная когорта в разных странах мира


Самая крупная возрастная группа в России - это старшие миллениалы (1985-89 гг рождения) - и тут мы похожи, к примеру, на Китай, Австралию или Бразилию, а из стран Европы - только на Норвегию, в остальных доминируют старшие возрастные группы

Сильнее всего засилье "стариков" в Канаде, и ряде стран Европы (включая Германию): там крупнейшая когорта - это бэби-бумеры (1960-64 гг рождения)! Но в большинстве стран Европы всё же доминируют родившиеся в 1970-ых годах.

Молодёжь (совсем молодёжь - 2015-19 годов рождения) доминирует в Африке, некоторых странах Латинской Америки и Средней Азии (включая, кстати, вполне себе экономически развитый Казахстан!)

Where People Are Working Beyond 65

There is a huge disparity in labor force participation among over 65-year-olds across different OECD countries. According to data from the organization, Japan and Korea are the places where those aged 65 and over are making up the biggest share of the labor force - between 13 and 14 percent. In contrast, Europe, where aging societies are also common, is seeing much fewer people work beyond 65. The number ranged from 3.8 percent of the labor force in the United Kingdom and just 1.3 percent in Spain. This is despite the fact that both countries - like most developed nations - are raising the retirement age, have a current minimum retirement age around 66 years and will reach 67 years before the end of the decade.

In the United States, the minimum retirement age is about the same, but still, the share of older workers is higher at 6.6 percent of the labor force - above that of Mexico. This fact signals that older Americans can feel the need to work longer in a country that relies heavily on individual pension accounts and offers little in regards of public pension benefits to lower-wage earners.Where People Are Working Beyond 65у нас ?

Population aging is contributing to an increase in loneliness around the world. Lauren Newmyer, Ashton M. Verdery, Haowei Wang, and Rachel Margolis explore loneliness among late-middle-aged and older adults and the reasons behind this rapid rise.


Loneliness is a crucial aspect of mental health and social well-being (Newmyer et al. 2022). It is a major concern for policymakers because of its strong negative effects on mental health (e.g., depression and anxiety), and can also lead to unhealthy behaviors (e.g., smoking and alcohol consumption), chronic conditions (e.g., hypertension and stroke), and even increased mortality risk (Domènech-Abella et al. 2019; Lara et al. 2020; Stickley et al. 2013). Loneliness is a person’s subjective feeling that their social network is deficient, whether in quality or in size (Perlman and Peplau 1981; Weiss 1973).

Older adults are at increased risk for loneliness. There is a U-shaped age pattern of loneliness: levels among adults aged 18-29 are higher than in middle age, and then decrease into middle age, before increasing again in later life starting around age 65 (Nicolaisen and Thorsen 2014). This strong correlation with age suggests that loneliness might become a larger concern in the future due to population aging.

Although much research has examined how population aging around the world will shape everything from economies and health-care systems to caregiving structures and urban planning, our research is the first, we think, to examine how it will affect levels of loneliness.

We exploit survey data from 27 countries to assess loneliness by country, age and sex using a single item. We then pair this information with projections from the UN World Population Prospects to model historical and projected changes in loneliness.

Rising tide of concern


We examined the demography of loneliness among late-middle-aged and older adults using data from surveys representing almost half of the world’s current population of people over age 50. These surveys are the Chinese Health and Retirement Longitudinal Survey (CHARLS), the English Longitudinal Study of Aging (ELSA), the Health, Aging, and Retirement in Thailand (HART) study, the U.S. Health and Retirement Study (HRS), the Indonesia Family Life Survey (IFLS), the Korean Longitudinal Survey of Aging (KLoSA), the Mexican Health and Aging Study (MHAS), the Survey of Health, Aging and Retirement in Europe (SHARE), and the Irish Longitudinal Study on Aging (TILDA). As to be expected, loneliness is common among late-middle-aged and older adults around the world. In the majority of countries in our sample, more than 10% of adults in these age groups report being lonely, and in 17 of 27 countries the share was above 25%.

The prevalence of loneliness and the rate of population aging are two important factors determining the rising tide of loneliness around the world. Changes in the age and sex distribution of populations will lead to increases in loneliness among adults over age 50 in all countries in our sample, but with increasing variability across countries (see Figure 1 below). In some countries, like Greece, Croatia, Italy, and the Republic of Korea, lonely adults over age 50 will soon comprise a fifth to a quarter of the total population, while in others, such as Denmark, England, and Indonesia, the share is set to remain quite low.
Our results show that loneliness in late middle age and older adulthood affects more women than men globally, and this gap is projected to widen in the future (see Figure 2 below).

Ways to confront challenges arising from increased loneliness


Expected demographic changes imply massive increases in loneliness at ages 50 and above. Assuming constant age- and sex-specific rates of loneliness, the number of lonely adults in these age groups in our sample countries is set to triple from 105 million in 1990 to 333 million in 2050. Opportune policy interventions aimed at families and communities should make it possible to lower this total, however. Policymakers and communities should consider investing more in programs to reduce rates of loneliness through increased social support.

каждый шестой житель Англии и Уэльса родился не в Великобритании

За 10 лет население Англии и Уэльса увеличилось примерно на 3,5 млн человек, причем 2,5 млн из новоприбывших родились за рубежом. Это показали результаты переписи населения 2021 года, опубликованные в среду. Каждый шестой житель Англии и Уэльса, по данным на 2021 год, родился за пределами Великобритании.


Большая часть из жителей Англии и Уэльса, родившихся за пределами этих стран, указали в графе "место рождения" Индию - таких было 920 тыс. человек.

За Индией в этом списке следуют Польша и Пакистан.

На четвертое место вышла Румыния: за 10 лет между двумя последними переписями населения число жителей Англии и Уэльса, родившихся в Румынии, резко подскочило (на 576%) и составило 539 тыс. человек.

Румыния и Болгария вступили в Евросоюз в 2007 году, но Болгарии в первой десятке стран, где родились жители Англии и Уэльса по данным на 2021 год, не оказалось.

В 2011 году Великобритания была частью ЕС, но в 2020-м официально из него вышла после референдума о брексите 2016 года.

Из других европейских стран в первой десятке - Ирландия и Италия (5 и 6 места), а также Германия (9 место). На остальных позициях в первой десятке - Бангладеш, Нигерия и Южная Африка.

Цифр по мигрантам из России в таблицах переписи населения 2021 года отдельно нет, что свидетельствует об относительно небольшом их количестве. На все европейские страны, не входящие в ЕС, приходится 372 тыс. мигрантов.

Но все эти цифры, как отмечает корреспондент Би-би-си Марк Истон, описывают лишь два момента в истории, 2011 и 2021 годы, и не раскрывают всю картину изменений в составе населения, происходивших в промежутке между ними.

Например, данные из других источников указывают на то, что после решения британцев выйти из Евросоюза число рожденных в Европе среди жителей страны стало падать.

Перепись населения 2021 года, однако, указывает, что за 10 лет число жителей Англии и Уэльса, рожденных в Евросоюзе, увеличилось на 1,1 млн человек.

Естественный прирост и миграция


Последняя перепись населения в Англии и Уэльсе проводилась 21 марта 2021 года. В тот день общее население Англии и Уэльса достигло 59,6 млн человек - это примерно на 3,5 млн больше, чем в марте 2011 года, когда была зарегистрирована цифра в 56 075 912 человек.

Естественный прирост, то есть разница между рожденными и умершими, составил 42,5% от 3,5 миллионов человек, тогда как основным двигателем увеличения населения стал миграционный прирост - на него пришлись остальные 57,5%.

Как и в 2011 году, 10 лет спустя в одном домохозяйстве по-прежнему проживают в среднем 2,4 человека. В 6 из 10 случаев это члены одной семьи. В 3 из 10 домов живет всего один человек.

Всероссийская перепись населения 2021 года выявила сразу четыре новых города с населением более 1 миллиона человек. Всего в стране более 147 миллионов жителей. Об этом 30 мая сообщает ТАСС со ссылкой на Росстат.

«Сразу четыре российских города — Краснодар, Красноярск, Пермь и Воронеж — пополнили клуб городов-миллионников. Теперь в стране 16 городов, численность постоянного населения которых насчитывает более 1 млн человек», — рассказали в пресс-службе ведомства.

В 2010 году, по данным переписи населения, в стране было 12 городов-миллионников: Москва, Санкт-Петербург, Новосибирск, Екатеринбург, Казань, Нижний Новгород, Челябинск, Самара, Ростов-на-Дону, Уфа, Омск и Волгоград. В них насчитали в общей сложности 35,7 миллиона человек — это без малого четверть населения страны.

Перепись 2021 года зафиксировала 147,2 миллиона жителей России, что на 1,4% больше (то есть на 2 миллиона человек), чем в 2010 году.

Всероссийская перепись населения 2021 года проходила в цифровом формате с 15 октября по 14 ноября, а в отдалённых районах — до 20 декабря.

Does a neighbourhood impact fertility?

The role of spatial factors in fertility decline among immigrants in Finland


Although the declining level of fertility is a global trend, it may vary considerably across countries. In a low-fertility country, women have less than two children on average during their life course, but it may even drop to levels close to 1.5 or lower. What happens if women move from a high-fertility country to a low-fertility one? Research has shown that over time, the childbearing patterns of migrants gradually come to resemble that of the host population, which means that the number of children among migrants from high-fertility countries tend to decline. Complete convergence, however, can still take considerable time and extends beyond the first generation. We know that social networks and exposure to host countries’ structural conditions may facilitate the adaptation of childbearing behaviour, but we have relatively little evidence on the ways specific spatial factors may slow down or accelerate this shift towards fertility convergence.

In this study, Allan Puur (Tallinn University), Leen Rahnu (Tallinn University and University of Turku) and Tiit Tammaru (University of Tartu) focus on African and Middle Eastern origin immigrant women and their descendants in Finland. The goal is to explore whether the proportion of co-ethnic immigrants in two major domains of life – residential neighbourhoods and workplaces – is related to the fertility adaptation among that group. Authors use the individual-level register data from 1999 to 2014 to investigate first, second and third birth intensities among immigrants and their descendants. The study contributes to the literature in three ways: (1) by tackling the associations between workplace ethnic composition and fertility that is virtually unexplored so far; (2) by exploring the effects associated with residential neighbourhoods in different immigrant generations; and (3) by exploring fertility of immigrants and their descendants in Finland, which is relatively little studied country context.

The results show that women from high-fertility groups are more likely to have two or three children if they live in immigrant dense neighbourhoods compared to co-ethnic immigrants who live in less immigrant dense areas. However, even a relatively small concentration of co-ethnic immigrants in the neighbourhood leads to significant differences in childbearing intensities. The authors also find similar patterns among second-generation immigrants and immigrants who were children at the time of their move. In contrast, there is no positive association between workplace contexts and fertility behaviour, which may stem from the fact that only a relatively small proportion of women of African and Middle Eastern origin in Finland is economically active. Employed women in the study population could already be selected for characteristics, which make them less oriented to family growth.

These findings demonstrate that alongside other factors such as age at migration, education and cultural proximity to the host country, the ethnic composition of neighbourhoods may have tangible implications for the tempo of fertility adaptation among immigrants who originate from high-fertility settings. Furthermore, the findings resonate with previous evidence that the convergence of fertility behaviour can take at least two generations. From the policy perspective, the study underscores the need for measures that would help to moderate the residential and workplace segregation of immigrants.

Финляндия признана лучшей европейской страной для пенсионеров


К сильным сторонам Финляндии относятся высокая продолжительность жизни и возрастная структура населения [чтобы это значило?]. В тройку лучших стран для пенсионеров по версии Blacktower Financial Management Group также вошли Испания и Словения.

Европейские государства были ранжированы на основании того, насколько хорошо они обеспечивают для своих жителей старость. Финляндия вышла в этом списке на первое место, оставив далеко позади другие северные страны.

В исследовании Blacktower Financial Management Group сравнивался уровень преступности, стоимость жизнь, цены на недвижимость, возрастное распределение и продолжительность жизни в европейских странах.

Одного финансового благополучия недостаточно


Помимо того, что продолжительность жизни в Финляндии выше, чем во многих других странах, на рейтинг повлияли также высокий ожидаемый уровень продолжительности жизни и оптимальная возрастная структура населения. Исследователи принимали во внимание, что пенсионерам комфортнее в окружении других пожилых людей.

В ТОП-10 лучших стран для пенсионеров вошли также Нидерланды, Италия, Дания, Португалия, Эстония, Германия и Австрия.

А вот Норвегия и Великобритания оказались в этом списке на средних позициях.

Положение Норвегии обусловлено чрезвычайно высокой стоимостью жизни. В Великобритании же относительно высокий уровень преступности. На позицию Швеции тоже повлияла преступность, в то время как другие показатели у неё сравнительно хорошие. Исследование показало, что уровень преступности в Швеции почти в 2 раза превышает этот показатель в Финляндии.

На последних местах списка расположились Белоруссия, Албания и Украина. Их объединяет высокая криминализованность и схожее возрастное распределение: в этих странах люди старше 65 составляют лишь 15% населения.

Italians and foreigners: how distant are they, culturally speaking?

Can cultural distance hinder the integration of foreigners? The answer would be easier if we knew what cultural distance is. Gustavo De Santis, Mauro Maltagliati and Alessandra Petrucci try to measure it in Italy, with an original method. Despite the scarcity of good empirical indicators, three results seem to emerge: 1) within all groups, Italians included, heterogeneity is large; 2) foreigners from different countries differ among themselves and 3) a long stay in Italy seems to favour cultural convergence.

Cultural distances are frequently evoked, especially by researchers who need to justify what their models cannot explain, but they are very hard to define and measure. When it comes to groups (in our case national groups: Italians and foreigners of various nationalities living in Italy) the very notion of cultural distance may be based on the false assumption of internal homogeneity.

Not very clear, is it? OK, let us try with an example. Consider Figure 1 and assume that the five cultural clusters ‘make sense’, i.e. that they correctly identify five different cultural typologies. Note that we ignore the cultural characteristics of each of these typologies, and we do not need to know them, at least initially. On the y axis we read proportions: among Italians (from the South and from the two main Islands) about 30% of respondents are of type A, ~25% are of type B, … and ~17% are of type E. As the proportions are approximately the same in the two cases, we conclude that the two groups of Italians are very similar, although not internally homogeneous.

Conversely, the Chinese living in Italy have a markedly distinct distribution of individuals across typologies: only about 4% are of type A, ~28% of type B, … and as many as ~45% of type E. Muslims (a short term for immigrants ‒ of unknown religion ‒ from predominantly Muslim countries) appear to be somewhere in-between, although in their case the share of typologies B (~30%) and C (~31%) is larger than in other instances.

Two things emerge from this analysis.

  1. ‘National culture’ is not a specific typology. Each national group has (at least) five such typologies (and probably more, but in our case there are statistical indications that stopping at five categories is enough). What changes is the proportion of the members of that group (nation or area of origin) who can be classified in each of the five typologies.
  2. Based on these proportions (better: on their differences), an estimate of the relative distance between (national) groups may be attempted.

An application to Italy (2011-2013)


This is the approach that we followed in a recent paper, with data taken from two similar ISTAT surveys conducted in Italy between 2011 and 2013, the latter covering the general population, the former focused on foreigners (De Santis, Maltagliati and Petrucci, 2021).

The main results of our analysis are displayed in Figure 2, which uses proportions (those of Figure 1, but for all groups) to calculate (Euclidean) distances, and then (with little loss of information, i.e. little distortion) forces these distances to appear on a Cartesian plane.


Italians form a homogeneous group, relatively speaking. However, within Italy, a clear north-to-south gradient appears. Northern Italians are culturally closer to immigrants from neighbouring European countries (France, Germany, and North-Central Europe). Southern Italians, instead, appear closer to other nationalities, starting with those around the Mediterranean Basin.

Some countries from homogeneous regions are highlighted, such as those from Latin America, or from the Indian peninsula. The fact that they are close, in Figure 2, means that their members have a comparable distribution among the five cultural typologies mentioned at the beginning.

The Chinese living in Italy are the culturally farthest immigrant group, according to our estimates, an outcome that conforms to expectations and to other sources (e.g. ISTAT 2020).

Finally, people of foreign origin, but who later acquired the Italian nationality (labelled ‘IT2’), lie somewhere in-between: they are somewhat detached from Italians with Italian origin, but they are closer to them than any other foreign group living in Italy.

What lies behind (or better, inside) our clusters


The construction of our five clusters is based on the 11 empirical indicators listed in Figure 3: how often certain ‘objects’ are used (e.g. personal computers), or certain activities are carried out (reading books, attending concerts, etc.) or politics is discussed. Admittedly, it is not culture proper that is being evaluated here: rather, it is the use of (free) time, which is influenced by culture but also by several other factors that we cannot control for (e.g. personal resources). Our indicators are less than ideal, we admit, but this is as far as we could go if we wanted to merge the two ISTAT surveys that were needed to compare foreigners (ISTAT 2016a) with Italians (ISTAT 2016b).


Figure 3 gives an idea of the main characteristics of the members within each cluster. For example, the members of cluster C (Secluded from the social world, if we want to label them) do few or none of the listed activities, similar in this respect to the members of cluster B (Semi-secluded), who are just slightly more active when it comes to dancing, or reading newspapers and magazines. (This was the case of immigrants from predominantly Islamic countries, remember?)

In cluster E (Surfers) we find individuals who frequently use PCs and surf the internet, go to the cinema, or to concerts (all types of live music) and go dancing, but who never talk about politics (as is the case for the Chinese, in Figure 1). The members of cluster A (Active) are quite or very active in all the activities indicated, and they also talk a lot about politics: many Italians are like that (see again Figure 1). Finally, there are the members of group D, the Committed: they talk a lot about politics, keep themselves decently informed, and disdain certain facets of modernity, such as PC, internet and discos.

However, one point should be emphasized: in any national group, there are individuals of all clusters (that is, of all typologies, which seems inconsistent with such notions as ‘national homogeneity’, ‘typical traits’, and so on: what changes is (merely?) the relative frequency of the various typologies.

What do we learn from all this?


First, we must caution readers against hasty interpretation. We refer them to the original article for the limitations of our findings, in terms, for instance, of available empirical indicators to assess the ‘cultural orientation’ of our respondents, clustering criteria, and impossibility of controlling for certain covariates (age, sex, education, income, etc.; De Santis, Maltagliati and Petrucci, 2021).

Also, we do not have any empirical indication of how time and selection influence our results. For instance, let us consider people of foreign origin who are now Italians. Acquiring the Italian nationality is a long and painful process. Therefore the ‘IT2’ group has, on average, a longer period of permanent stay in the country than any other group. The fact that they are culturally closer to Italians than all others may be interpreted in two main ways:
they were selected from the start, and it is precisely this affinity that made them stay in the country and decide eventually to become Italians, they gradually got used to the ‘Italian way of thinking’, and their proximity to Italians at the end of the process indicates that people can and do change: cultural convergence is possible and is taking place.

Either way, cultural distances do not seem to be insurmountable obstacles when it comes to integrating foreigners in a host country. And, in all cases, those who evoke them can now start to measure them (if empirical data permit, of course).

Минсельхоз попросил пустить в Россию мигрантов для сезонных работ в поле 
Местные жители не хотят собирать урожай даже за повышенную плату


Аграрии обеспокоены нехваткой иностранных рабочих для сезонных работ в 2021 году. У местных жителей, в отличие от мигрантов из ближнего зарубежья, мало опыта и необходимых знаний, и они не хотят работать даже за повышенную плату


Вице-премьер Виктория Абрамченко поручила Минсельхозу, Минтруду и МВД проработать вопрос о привлечении иностранных рабочих для проведения сезонных работ в сельском хозяйстве в 2021 году. С копией поручения от 8 февраля ознакомился РБК, представитель вице-премьера подтвердила подлинность документа.

С просьбой посодействовать привлечению иностранных рабочих в отечественный агропром к вице-премьеру обратился первый замминистра сельского хозяйства Джамбулат Хатуов. Ряд процессов в сельском хозяйстве требует дополнительного привлечения сезонных рабочих из-за рубежа, у которых есть необходимый опыт, знания и навыки, указал чиновник в письме вице-премьеру (копия есть у РБК). В пресс-службе Минсельхоза РБК уточнили, что о привлечении иностранных рабочих для дальнейшего развития АПК и максимально качественного проведения сезонных работ в 2021 году просили ряд представителей регионов и отраслевого сообщества. Предложения отрасли Минсельхоз направил в Минтруд для проработки, добавляет представитель министерства. РБК направил запрос в Минтруд и МВД.

Въезд иностранных граждан Россия ограничила из-за пандемии еще в марте 2020 года: запрет, изначально введенный до 1 мая, был продлен на неопределенный срок. Закрытие границ остановило потоки трудовой миграции и создало риски для сельского хозяйства, указывали в РАНХиГС: по их оценкам, в российском агропроме может быть задействовано до 500 тыс. иностранцев. О дефиците рабочей силы из-за отсутствия мигрантов еще весной предупреждали власти Астраханской области. В Волгоградской области часть мигрантов успели приехать до закрытия границ, но производители овощей все равно жаловались на нехватку «рабочих рук» и думали о снижении посевных площадей.

Для решения проблемы Минсельхоз предложил тогда привлечь к посевным и уборочным работам студентов аграрных вузов, людей, потерявших работу в других отраслях, и даже некоторых осужденных при условии, что будет обеспечена их надлежащая охрана и изоляция.

Сезонные работы в 2020 году прошли «в штатном режиме», но принятые меры не решили полностью проблем с нехваткой иностранцев, указывает Хатуов в письме. По оценкам регионов, которые приводит Минсельхоз, для сезонных работ в 2021 году нужно дополнительно около 38,2 тыс. иностранных рабочих. Самая большая потребность — у Волгоградской и Астраханской областей, где овощи традиционно производятся с применением ручного труда: им для сезонных работ требуется дополнительно 22,3 тыс. иностранных рабочих (или 58,4% от общей потребности).

В комитете сельского хозяйства Волгоградской области РБК уточнили, что овощеводство — самая трудоемкая отрасль растениеводства в регионе и ежегодно там работают как мигранты, так и местные жители. В 2020 году нехватку иностранных рабочих заместили местными трудовыми ресурсами: в сезонных полевых работах были задействованы студенческие отряды, а в центрах занятости организовали «Уголки овощевода» с оперативной информацией о вакансиях. В итоге это позволило собрать урожай овощей с обеспечением целевых показателей — всего 1 млн т. Комментируя вопрос о недостатке рабочих в этом году, в комитете лишь сказали, что вопрос об обеспечении трудовыми ресурсами находится на контроле исполнительных органов власти, а меры по обеспечению необходимого числа работников там, где не требуется высококвалифицированный труд, определяются на федеральном и региональном уровнях.

Where Neighborhood Noise Is Problematic in Europe

Neighbors can be both a blessing and a curse with few things as stressful or irritating as booming music coming from a subwoofer next door at a late hour. In other households, the proximity to busy streets and rail lines can also keep residents from getting enough sleep. So where in Europe do people have to contend with the most noise in neighborhoods?

Eurostat recently released an interesting dataset showing that 17.3 percent of the EU's population report suffering from exess noise in their neighborhoods. The research also included some of the EU's neighboring countries and it shows that the problem is more pronounced in some places than others.

Malta is the loudest spot on average with 28 percent of the island's inhabitants stating that they are exposed to neighbor/street noise. The Netherlands and Germany are also among the worst affected spots with more than a quarter of the population reporting noise complaints. Child mortality levels and trends: A new compositional approach

Background: Trend analysis of child mortality is vital to evaluate countries’ progress towards achieving the Sustainable Development Goal on health (SDG 3). However, strictly speaking, child mortality data are probabilities, and thus subject to non-negativity and constant-sum constraints.

Objective: Our objective is to assess the application of compositional data analysis for estimating levels and trends in child mortality.

Methods: We compare two data transformations: logit, which is widely used in child mortality estimation, and isometric log-ratio (ILR), which is specifically designed for compositional data. We use publicly available household survey data on neonatal (NMR) and under-five (U5MR) mortality ratios in sub-Saharan Africa.

Results: Although both data transformations yield similar estimates, only the ILR transformation is consistent with the compositional properties of child mortality data. However, the ILR suffers from one key drawback: it requires complete data series, with pairs of observations for both NMR and U5MR. As a result, ILR entails excluding a large amount of available data from the regression analysis.

Conclusions: Complete data is needed to be able to undertake a compositional trend analysis of child mortality. This gap in data can be closed by employing imputation strategies that replace missing values in the existing datasets, and by developing new methods for the indirect estimation of NMR from summary birth history data, as it is currently done for U5MR.

Contribution: This paper extends the literature on child mortality estimation by examining the application of compositional data analysis to this field. It constitutes a first step towards building a Bayesian compositional regression approach for child mortality estimation.
