Contested Vulnerabilities:

Refugees' Experiences of Humanitarian Programs

When: 27 April 1-2:30 PM CET Where: Online, Zoom

Standardised vulnerability assessments are used globally by UNHCR and its partners to determine humanitarian needs, as well as, among other things, who is eligible for resettlement from refugee camps in poorer, refugee hosting countries like Uganda, to countries in the Global North.

This workshop draws on recent ethnographic research conducted in a refugee settlement in Uganda in the context of the European Union‘s Horizon 2020 research and innovation programme Project, “VULNER: Vulnerabilities Under the Global Protection Regime.”

How do the vulnerability categories work in situations of resource limitations? What are refugees’ concrete experiences of vulnerability in Uganda? How do migrants negotiate, resist, or contest vulnerabilities categories? How effectively do humanitarian aid programs address the protection needs of refugees more generally?

Scholars and practitioners will share insights that respond to these questions from their respective fields. The presentations will be followed by a Q&A session moderated by Marie-Claire Foblets, Director of the Department of Law & Anthropology at the Max Planck Institute for Social Anthropology in Halle, Germany.

We will discuss it with the following experts:
  • Henok Ochalla | Head of Office, UNHCR, Tanzania
  • Sophie Nakueira | Senior Research Fellow, Department of Law & Anthropology, Max Planck Institute for Social Anthropology
  • Julie Berg| Director, Scottish Centre for Crime and Justice Centre, University of Glasgow
  • Larissa Vetters | Senior Research Fellow, Department of Law & Anthropology, Max Planck Institute for Social Anthropology
  • Cathrine Brun | Deputy Director for Research at the Centre for Lebanese Studies (closing remarks)

Mapping The World's Refugee Population

According to a report by the UNHCR, the number of people fleeing war, persecution and conflict exceeded 89 million by the end of 2021. This number is up eight percent from the year before and in 2022 to-date already surpassed 100 million.

More than two thirds of all refugees and displaced people originated from just five countries in late 2021, while the top 10 countries of origin accounted for more than 80 percent of the global total. As our chart shows, Syria has the highest number of displaced people outside of their home country, at 6.8 million. Venezuelans are the second largest population displaced across borders, with 4.6 million living outside of the country, nearly all of whom are located in the Americas region. The latest count of displaced Afghans totaled 2.7 million people, the third-highest in the world. Meanwhile, violence, food shortages, and deteriorating conditions have been pushing South Sudanese to emigrate, their numbers rising from 2.2 million refugees in 2020 to 2.4 million at the end of 2021, almost all of whom are living in Uganda (958,900), Sudan (803,600), Ethiopia (386, 800) and Kenya (135,300), according to the UNHCR.

In addition to a rise in the number of people being forced to flee their homes, these figures increased due to the registration of new births, new estimations of displacements, as well as updates following the backlog from 2020, as registration resumed in 2021 after being suspended due to Covid-19. Since the report reflects on the period January 2021 to December 2021, this chart does not yet reflect more recent events. In 2022, Ukraine will become one the countries with the most refugees, with 5.1 million already having left the country as of mid-June.Mapping The World's Refugee Population

Millions are Seeking Refuge from Russian Invasion

As of June 2, 12 PM CET, around 6.8 million people living in Ukraine have left the country to seek shelter from Russian aggression, either permanently or temporarily. As our chart based on data from the United Nations High Commissioner for Refugees (UNHCR) shows, most of the people fleeing have crossed over at the Polish border.

Roughly 3.6 million refugees have reached Ukraine's western neighbor via foot, bus, car or train looking for safety from the Russia-Ukraine war according to government records. Apart from Poland, Romania and Hungary have carried the brunt of the refugee wave among Ukraine's neighboring countries over the last weeks. As the UNHCR notes, an estimated 2.2 million people have already returned to Ukraine. Since it's not clear whether these movements are temporary or permanent and cross-border movements remain highly unpredictable due to the volatile situation in the country, the figure hasn't been subtracted from the total.

After failed attempts to seize control of important seats of power like Kyiv, President Putin has turned his attention towards the regions of Luhansk and Donezk in Eastern Ukraine in an attempt to increase the territory occupied by the breakaway states of the same name, which have not been recognized as independent by 192 members of the United Nations.6.8 Million Seeking Refuge from Russian Invasion

Afghanistan Hit Hardest by Forced Displacement

Although Russia's 2022 invasion of Ukraine started only one month ago, it already sparked one of the most severe refugee crises of the past 60 years with more than four million people fleeing the country in the wake of the continued attacks. As our chart based on data from the UNHCR aggregated by Pew Research Center shows, a majority of the biggest refugee waves of recent years originated in two Asian countries.

The Syrian civil war sits on top of this list with 6.9 million people being forced to leave the country, which amounts to 35 percent of its population. The ongoing war between Bashar Al-Assad's Syrian Arab Republic, which is supported by Iran, Russia, and Egypt, and a coalition of parties who would normally be diametrically opposed to one another like Qatar, the United States, Saudia Arabia, Turkey, and the United Kingdom has caused 500,000 to 600,000 casualties depending on the source, 160,000 of which were civilians. Или РФ?] comes second in terms of refugees per specific crisis, it has overall been hit the hardest by what has basically been one constant conflict with varying actors for more than 40 years. The Afghan-Soviet war, which lasted from 1979 to 1989, saw the Soviet-backed ruling party People's Democratic Party of Afghanistan fighting loosely organized Islamist rebel groups. These were in no small part-financed and trained by the United States, turning it into a de facto Cold War proxy conflict. The following Afghan civil wars, which saw the Taliban joining in 1994 and finally taking power in 1996 with the support of neighboring Pakistan, caused roughly half of the country's population to flee between 1989 and 1996.

Overall, the UNHCR estimates that around 21 million refugees under its mandates were forced to flee their country at the end of 2020, with a further 48 million people being forcibly internally displaced due to military conflicts or other reasons. According to UNHCR data, Turkey hosted the most refugees at the end of 2020 with 3.7 million, followed by Colombia with 1.7 million, Pakistan and Uganda with 1.4. million and Germany with 1.2 million.Infographic: Afghanistan Hit Hardest by Forced Displacement | Statista

Almost Four Million Seeking Refuge from Russian Invasion

As of March 29, 12 PM CET, roughly four million people living in Ukraine have left the country to seek shelter from Russian aggression, either permanently or temporarily. As our chart based on data from the United Nations High Commissioner for Refugees (UNHCR) shows, most of the people fleeing have crossed over at the Polish border.

Roughly 2.3 million refugees have reached Ukraine's western neighbor via foot, bus, car or train looking for safety from the Russia-Ukraine conflict according to government records. Apart from Poland, Romania and Moldova have carried the brunt of the refugee wave among Ukraine's neighboring countries over the last weeks. These movements might be starting to dwindle in the upcoming days in light of new agreements reached in peace talks in Istanbul today, with Russia promising "to radically, by a large margin, reduce military activity in the Kyiv and Chernihiv directions" according to reporting by Reuters. Nevertheless, the UNHCR estimates that 12 million people in Ukraine and four million refugees from the country will need relief and protection over the coming months.

Although the rallying efforts of the European community are generally seen as commendable, the treatment of non-white refugees has come under increased scrutiny since February 24. On March 1, for example, Nigeria's government condemned the handling of Nigerian and other African refugees by Ukrainian border officials who allegedly prioritized the evacuation of white Ukrainians.Infographic: Almost Four Million Seeking Refuge from Russian Invasion | Statista

Refugee Numbers Remain Mostly Stable

According to UN data, refugee crises have remained mostly stable in the pandemic year of 2020. The organization put the number of Syrian refugees that have not been resettled at 6.7 million, the same as in 2019. While the number of such refugees from Venezuela and South Sudan dipped slightly, the number of those having fled from the Democratic Republic of the Congo and looking for a new home rose.

The Venezuela refugee crisis had been growing majorly in 2019 but is no longer believed to surpass the crisis in Syria anytime soon. While the number of Syrian refugees and those in a refugee-like situation had risen incrementally since 2011, Venezuelan refugee numbers jumped up quickly starting in 2017, prompting fears that organizations in the region were unequipped to handle the situation much longer.

Brookings Institution, which analyzed the data, notes that compared to the Syrian crisis, the Venezuelarefugee situation is severely underfunded, putting the lives of hundred thousands of people at risk because of the lack of food and medical assistance.Infographic: Refugee Numbers Remain Mostly Stable Throughout 2020 | Statista

The World's Refugee Population

According to a new report released by the UNHCR, the number of people fleeing war, persecution and conflict exceeded 80 million by mid-2020, the highest level that the organization has seen in its 70 years of existence. "For people forced to flee, COVID-19 became an additional protection and livelihoods crisis on top of the global public health emergency," the organization warns, adding that "the virus has disrupted every aspect of human life and severely worsened existing challenges for the forcibly displaced and stateless."

According to the UNHCR, two thirds of all refugees and displaced people originated from just five countries in mid-2020, while the top 10 countries of origin accounted for 82 percent of the global total. Even though the war in Syria has been winding down, more than 6.5 million Syrians remain displaced outside of their home country.

Syria's refugees have a huge global footpint and are hosted by 127 countries, with Turkey (3.6 million), Lebanon (884,000) and Jordan (658,000) the most important host countires, while Germany (562,000) and Sweden (114,000) host the largest Syrian refugee populations outside the immediate region.Infographic: Mapping The World's Refugee Population | Statista

Venezuelan Refugee Crisis

According to UN data, the Venezuela refugee crisis has been growing in 2019 and could be on track to become the world's biggest while numbers of displaced persons from Syria are stabilizing. By the end of 2019, 4.5 million Venezuelans had been forcibly displaced outside of their home country. This is up from just 300,000 in 2017. Syria, the biggest current refugee crisis, reached its height in 2018 with 6.7 million displaced people. The same number was counted in 2019.

While the number of Syrian refugees and those in a refugee-like situation had been rising since 2011, Venezuelan refugee numbers jumped up quickly, testing the preparedness of humanitarian organizations in the region.

Brookings Institution, which analyzed the data, notes that compared to the Syrian crisis, the Venezuelarefugee situation is severely underfunded, putting the lives of hundreds of thousands of people at risk because of the lack of food and medical assistance.

Refugees

Turkey hosts the most refugees of any country worldwide with 3.7 million in total at the end of 2018, ahead of Pakistan (1.4 million) and Uganda (1.2 million). As a share of the population, however, Lebanon hosts the most by far with 156 per 1,000 of its inhabitants. Jordan comes second with 72 per 1,000 of its population while Turkey rounds off the top three with 45 per 1,000 of its people. Prior to the war in Syria, Lebanon only hosted 8,000 refugees and the huge influx has pushed its socio-economic absorption capacity to the very limit.

By the end of 2018, the number of people fleeing war, persecution and conflict exceeded 70 million according to the UNHCR, the highest level the UN's Refugee Agency has seen in nearly 70 years. At the end of last year, 57 percent of the world's refugees came from just three countries - Syria, Afghanistan and South Sudan.
Infographic: Lebanon Has By Far The Most Refugees Per 1,000 Population | Statista
According to a new report released by the UNHCR, the number of people fleeing war, persecution and conflict exceeded 70 million in 2018, the highest level that the organization has seen in its almost 70 years. The number of people forcibly displaced is double the level of 20 years ago and it corresponds to a population between that of Thailand and Turkey. The total is actually conservative because the crisis in Venezula is only partly reflected by the figure. According to the governments receiving them, at least 4 million Venezuelans have fled their country but it is thought that only half a million have formally applied for asylum.

Last year, the top-10 countries of origin accounted for 82 percent of all refugees while 57 percent came from three countries - Syria, Afghanistan and South Sudan. Even though the war in Syria has been winding down, it has like in previous years, been the main country of origin for refugees in 2018. 6.7 million were recorded late last year, an increase on 6.3 million a year earlier. Syria's refugees have a huge global footpint and are hosted by 127 countries but 85 percent of them have remained in the Middle East with Turkey hosting the largest population. Afghanistan came second last year with 2.7 million refugees while South Sudan came third with 2.3 million.

refugees from Ukraine are welcome?

Ukrainian emigration

(Ordinarius terrore)

refugees in Ukraine
