Prior to 1938 [или всего 80 лет назад, старожилы ещё и помнят], a large proportion of the condoms sold in the United States was inferior in quality. In that year, supervision was instituted by the Food and Drug Administration, including checking of shipments in interstate commerce, confiscation of substandard lots, and periodic factory inspections. As a result of government supervision, the quality of condoms in the United States has greatly improved. In 1960, it was estimated that about 997 out of every 1,000 rubber condoms were free from defects demonstrable by a water leakage test (Tietze 1960). Since condoms subjected to this test are destroyed in the process, it can be used by the manufacturer or the supervising agency on a sample basis only. However, all condoms sold in the United States are electronically tested for holes prior to packaging a procedure which does not damage the rubber.
