The future of paid family leave in the USA

Обама-курсом шагайте, таварысчы
Обама планирует ввести оплачиваемый отпуск по уходу за ребёнком в подмандатной территории. (инфа Ланцета и Хафпост):
as a grandson, son, and husband of working mothers, “I take this personally.”
According to current US legislation (the 1993 Family Medical Leave Act), in any 12 month period, men and women are ensured 12 weeks of unpaid leave to care for newborn babies or sick family members, but only if they have worked at least 1 year for a company of larger than 50 employees. A few individual states, including California, New Jersey, and Rhode Island, have laws establishing paid maternity leave, but these provisions are still shorter than those of most other countries. Germany, Japan, and New Zealand grant 14 weeks of paid maternity leave, and the most progressive countries on this issue—such as Canada, Norway, and Sweden—have parental leave policies that give fathers their own paid leave or enable them to share paid leave with mothers.

оч нетривиальная мыслъ: paid family leave helps parents care for their children

вводная: оплачиваемый отпуск в РФ (наследие соука) оч длинный, а рождаемость выше в США, где его нет
вопрос: почему?
