VLADIMIR PUTIN today issued an extraordinary putdown to the West as he boasted that Russia was outbreeding its rivals and unveiled new scientific measures to up the country’s birth rate further still.

...it was his remarks on fertility which were revealing, giving a key indication of how Russia intends to reduce its economic reliance on the West by boosting productivity at home.
